Project Manager - Recycling Container System Transformation

LE67 4JP | £24.00-£26.02 per hour | Full-time | Temporary

Are you an experienced project manager ready to make a tangible impact on public services? We are working with North West Leicestershire District Council to recruit a Project Manager to lead a major transformation in local waste and recycling services.

This is a high-profile, strategic project that will affect over 50,000 households across the district. The council is transitioning from a bag-and-box recycling system to a twin wheeled bin collection service, a change involving significant investment, complex logistics, and multi-stakeholder coordination.

Your Role

As the Project Manager, you will:

  • Drive the delivery of a district-wide change to household recycling systems.
  • Lead the project from early strategic planning through feasibility and full implementation.
  • Plan project deliverables in collaboration with technical leads, ensuring compliance with governance frameworks, assurance procedures, and legislation.
  • Coordinate internal resources, manage timelines, and maintain a robust project plan.
  • Build and sustain relationships with stakeholders, councillors, senior officers, and community partners.
  • Oversee project documentation and reporting, ensuring senior stakeholders are informed with detailed progress updates.
  • Manage risk, resolve issues, and ensure milestones are met on time and within budget.

Who We're Looking For

  • Proven experience delivering complex public sector or service transformation projects.
  • Excellent communication and stakeholder engagement skills.
  • Strong organisational and time management abilities.
  • Confidence managing multiple workstreams simultaneously.
  • A recognised project management qualification (e.g. PRINCE2, APM, or equivalent) is essential.

  • Working Pattern: Monday-Friday
  • Hours: 36.25 per week
  • Location: Whitwick Business Centre, Coalville (LE67 4JP)
